NUNAVUT JUDICIAL APPOINTMENTS ANNOUNCED
OTTAWA, March 2, 2012 – The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointments:
The Honourable Andrew M. Mahar, a sole practitioner in the City of Iqaluit, Nunavut, is appointed a judge of the Nunavut Court of Justice in Iqaluit, to fill a new vacancy.
Mr. Justice Mahar received a Bachelor of Arts from Concordia University in 1985 and a Bachelor of Laws from the University of Toronto in 1990. He was admitted to the Bar of Ontario in 1992 and to the bars of Nunavut and the Northwest Territories in 1999.
Mr. Justice Mahar has been a sole practitioner in Iqaluit since 2001. Prior to that, he practised in Yellowknife from 1997 to 2001. He was the Clinic Director of the Kitikmeot Law Centre of the Northwest Territories Legal Aid in Cambridge Bay (now Nunavut) from 1994 to 1997. He practised criminal law in Toronto from 1993 to 1994 and was duty counsel from 1992 to 1993.
Mr. Justice Mahar was President of the Law Society of Nunavut from 2004 to 2006. He has been an instructor for the Legal Interpreters Program since 2001.
The Honourable Bonnie M. Tulloch, a lawyer with Public Prosecution Service of Canada (PPSC) in Ottawa, is appointed a judge of the Nunavut Court of Justice in Iqaluit, to fill a new vacancy.
Madam Justice Tulloch received a Bachelor of Laws from Osgoode Hall Law School in Toronto in 1995. She was admitted to the Bar of Ontario in 1996 and the bars of the Northwest Territories and Nunavut in 1998 and 1999 respectively.
Madam Justice Tulloch joined the Department of Justice Canada in 2004 as a Crown prosecutor in the Nunavut regional office. She became regional director in Nunavut in 2005, a position she continued to hold within the then newly-created PPSC until 2008. In 2007, she was named special advisor on northern issues for the PPSC. Prior to that, she practised criminal law in Iqaluit from 2003 to 2004 and worked with the Legal Services Board of Nunavut from 2000 to 2003. She was with the Keewatin Legal Services Centre Society from 1998 to 2000 and a sole practitioner in Bracebridge, Ontario from 1996 to 1998. Her main area of practice was criminal law.
Madam Justice Tulloch has been a member of the Akitsiraq Law School Society Board of Directors since 2007. She was an executive member of the Violence Against Women Working Group chaired by the Deputy Minister of Justice for Nunavut from 2005 to 2007 and Vice-Chairperson of the Nunavut Federal Council in 2006 and 2007. She is an active member of the Membership and Admissions Committee of the Law Society of the Northwest Territories and Nunavut. She was President of the Nunavut Criminal Bar Association in 1998 and Vice-President of the Law Society of Nunavut in 1999.
This appointment is effective immediately.
