Annual progress reports on implementing the United Nations Declaration on the Rights of Indigenous Peoples Act

The Government of Canada, in consultation and cooperation with First Nations, Inuit and Métis, prepares annual reports on the progress made to implement the United Nations Declaration on the Rights of Indigenous Peoples Act (UN Declaration Act), including implementation of the Action Plan and measures to ensure the consistency of federal laws with the UN Declaration. Fourth annual progress report

Tabled on August 20th, 2025, the fourth annual progress report is the second to report on progress to implement the Action Plan and its 181 measures.

The perspectives of 58 First Nations, Inuit and Métis rights holders and representative organizations and reporting from 41 federal government departments and agencies form the foundation of this year’s report.

This year’s annual report builds on Indigenous learnings and wise practices to show implementation progress in ways that respects culture, gender and intersectionality.

It includes the voices of Indigenous partners, including women, youth and other diverse groups.

This broad and inclusive approach helps to amplify their recommendations for implementation, while showing how the federal government is working to uphold Indigenous rights under the UN Declaration Act.
