Message from Bill Kroll, Chief Financial Officer and Assistant Deputy Minister, Management Sector

Financial Approval under Section 32 & 34 of the FAAs

Sections 32 & 34 of the Financial Administration Act (FAA)

In light of the current circumstances surrounding the Covid-19, the Department of Justice is allowing, on an exceptional basis, that approval under Sections 32 & 34 of the FAA be obtained by way of an email from the delegated cost centre manager. An email approval will only be accepted from the individual to whom authorities have been delegated, and only if their signature block is included in the email.

Please note that this accommodation is only allowed in circumstances where the delegate is unable to sign the signature block with a wet signature or with an electronic signature using Acrobat Reader DC and Entrust Security (myKEY).

On Demand Signature Cards

To ensure continuity of Section 32 & 34 authorizations, we would like to remind you to have on demand signature cards in place for your cost centres in case of unplanned absences.

On an exceptional basis, the activation of on demand signature cards will be accepted even if the acting is less than 3 consecutive business days without a justification (refer to the Procedures for Completing the Specimen Signature Card Form for the regular requirements).

These accommodations are in effect until further notice. Any questions should be directed to Accounts Payable Inquiries: API_DCP@justice.gc.ca.

We will keep you updated on the situation.
