Table 4 presents the most common problems identified by staff. Family matters are identified by staff as the most common problems faced by inmates (57%), followed by involuntary transfers/request for administrative segregation (51%) and by new unresolved criminal charges (44%). Serious disciplinary offences and appeal of conviction or sentence were identified as a problem by 43% and 42% of respondents respectively. Most of the administrative matters were identified as a problem by 29% or 30% of respondents: Assistance in making grievances (30%), suspension, arrest or revocation of parole or statutory orders (30%), parole (30%), suspension, termination or revocation of parole or statutory release (29%), detention during period of statutory release (29%) and urinalysis demands (29%). Civil and immigration matters were less identified as a problem: civil suits (16%), property law (12%), extradition (12%) and immigration, deportation or refugee matters (10%). Finally, only few respondents identified «assistance in complaining to the correctional investigator» (4%), «penitentiary staff» (1%) and «contract staff or outside visitors (0%) as problems.
