Figure 14 is a three dimensional bar graph that illustrates the proportion of unresolved problems that resulted in specific consequences. The consequences refer to how the problem has changed (for better or worse) since it occurred. The x-axis displays four different consequences: Better, worse, same, uncertain. The y-axis represents the proportion that the unresolved problems resulted in each consequence. It ranges from 0 to 70. The same category is the most prominent bar (65.7%) followed by better (18.6%), worse (12.3%) and uncertain (3.4%).
