Figure 2 is a vertical bar chart which illustrates respondents’ views on responsibility of crime prevention for the years 1994 and 1998.

The x axis represents areas where the responsibility lies, and is divided into 3 categories: Individuals, Agencies and Other/both. Each category is further divided into 2 subcategories, which represent the years, 1994 and 1998.

The y axis is measured in percentages, ranging from 0 to 80, in intervals of 10.

In 1994, 58% of respondents felt citizens were responsible for crime prevention and safety within their community, 33% felt law enforcement agencies were responsible and 4% felt that both individuals and law enforcement agencies were responsible.

In 1998, 46% of respondents felt citizens were responsible for crime prevention and safety within their community, 33% felt law enforcement agencies were responsible and 8% felt that both individuals and law enforcement agencies were responsible.
