This is a line graph that illustrates the total drug offence and cannabis offence rate per 100,000 population from 1980 to 2000.

The Y axis is measured in rate per 100,000 population and increases in increments of 50 from 0 to 350.

The X axis is divided in years from 1980 to 2000.

Two lines are demonstrated. One line shows the total drug offence rate and another line shows the cannabis offence rate.

line for the total drug offence rate shows a decrease from 303 offences per 100,000 population in 1980 to a low of 198 in 1993, and gradually increasing to 286 in 2000

The line for the cannabis offence rate decreased drastically from 265 per 100,000 population in 1980 to 173 in 1983 and further decreased to 119 in 1991 and since then has increased steadily to 215 in 2000.
